WHAT DOES A HUMAN RESOURCES SPECIALIST DO? The employee serves as human resources (HR) specialist and provides comprehensive and authoritative staff assistance in one or more HR disciplines or programs. In addition, the incumbent is responsible for accomplishing a variety of analytical studies or projects relating to substantive, mission oriented programs for the Internal Revenue Service. The studies or projects involve complex programs, systems or issues raised by employees, managers and investigative agencies and impact service-wide programs at multiple locations and Business units. The incumbent responds to internal audiences on behalf of the senior leadership of the Internal Revenue Service. The incumbent is responsible for developing and maintaining monitoring systems on learning, education and training programs, activities and initiatives. The incumbent participates in formulating service-wide policy and standards on service-wide learning and education activities. As a Human Resources Specialist you will:
Provide advice and authoritative information to top management and program directors throughout the Service on HRM issues. Plan, conduct and complete studies and projects in cited program area. Serve as an HR Specialist for the assigned program area, providing expert assistance and advice regarding resource management issues and special projects. Prepare action plans and schedules for various phases of program accomplishments. Perform extensive research and fact finding; analyzes results and the application of appropriate regulations and policies in order to develop recommendations. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:
experience applying the law, theories, principles, and practices of at least one area of human resources with an understanding of the full range interrelationships of human resources management programs sufficient to provide integrated solutions to employee development problems/issues; experience identifying the Agency organizational structure and inter- and intra-divisional functions and relationships and participating in human resources program strategic planning activities. Experience using communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Experience consulting and using facilitation techniques and methods to formulate Service-wide human resources program strategies for top management. Experience gathering and analyzing data to create reports to facilitate business processes effectiveness. Experience developing and implementing Department or Service-wide employee development strategies to address critical skill gaps and succession planning needs.- The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
