Program Analyst

Under the guidance of a higher graded analyst, studies, designs, and develops data requirements to provide decision-making information related to program performance management. Applies the concepts, theories, methods and techniques appropriate for program analysis. Collaborates with senior analysts and provides program evaluation results that are utilized for greater program effectiveness. Assists with the translation of management determined programmatic requirements into specific project plans. Plans, organizes and carries out annual budgeting oversight of assigned programs necessary for management decisions. Provides timely and sound advice and recommendations on conventional or procedural program analysis initiatives. Attends program reviews and supports the organization's viewpoint in presenting management plans and fiscal requirements. Assists with the preparation of detailed responses to program apportionment, budget reclamas, and inter/intra agency inquiries. Performs a variety of difficult administrative, technical, and analytical duties pertaining to program and functional related activities. MINIMUM
Qualifications:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. This experience must be clearly articulated in your resume. For the GS-09:
Specialized
Experience:
One year of specialized experience (equivalent to the GS-7 grade level in the Federal service) obtained in either the private or public sector that includes:
Assisting with utilizing reporting and analysis tools such as metrics and dashboards to create reports; AND Assisting with utilizing relational databases and software systems (e.g., MS Access, MS Excel, Excel Pivot Tables, Tableau, SharePoint, Microsoft Reporting Services) to manipulate large data sets; AND Assisting with manipulating large data sets using data analytic tools and reporting applications to support conclusions or recommendations; AND Assisting with developing and designing dashboards to be used for research and reporting in the examination of program office related activities; AND Assisting with analyzing and interpreting financial data from various database systems to determine program effectiveness. OR Education:
Successful completion of at least a Master's or equivalent graduate degree or (2) full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or LL.B. or J.D. , if related. You must include transcripts. OR Combination of Education and
Experience:
A combination of education and experience may be used to qualify for this position. To combine education and experience, first divide your semester hours of graduate education beyond 18 semester hours by 18. (If your education is currently described in quarter hours, convert them to semester hours by dividing by 1.5). Then divide your total months of qualifying specialized experience by 12. Finally, add the two percentages together. The total percentage must equal at least 100 percent to qualify. You must include transcripts. Time-in-Grade:
Merit Promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 level is required to meet the time-in-grade requirement for the GS-09 level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
