WHAT DOES AN INTERNAL REVENUE AGENT (Excise Tax Specialist) DO? Serves as an Internal Revenue Agent, Excise Tax Specialist with responsibility for the application of special accounting skills and knowledge of tax law and business practices in the conduct of independent field examinations of excise tax returns filed by large and complex business organizations. Investigates claims for refund or abatement of excise taxes, makes determinations concerning exemption or non-exemption. As an Internal Revenue Agent (Excise Tax Specialist) you will:
Assist in formulating excise tax examination plans and screens returns for examination potential. Review and evaluate returns which have been assigned by the Manager. Conduct necessary preliminary research and obtains requisite background information. Determine whether the return should be accepted as filed or whether an examination is required. Develop pre-examination analysis identifying broad areas of discussion and review. Prepare examination plans, schedule the work and revise or modify the plan as may be appropriate during the examination. Conduct field examinations (with nationwide operations) within the manufacturing, transportation, communications, sporting goods, aviation, insurance and petroleum industries, to determine compliance with excise tax laws. Examination can include examination of and extensive analysis of books, records, ledgers, journals, cash books, vouchers, bank accounts, correspondence, minutes of meetings, trust instruments, exception certificates, certificates of incorporation etc. Explain and outline any proposed tax deficiencies to the taxpayer (usually a corporate officer) and/or to his or her representative(s). Explain where the case may not be agreed, the appeal procedures that are available to the taxpayer. Initiate delinquency investigations arising from case assignments or when referred by Revenue Officers, Internal Revenue Agents, Special Agents or others. BASIC REQUIREMENTS:
(All grade levels) You must have Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance; OR A combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above; OR A Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia; OR Are currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year. In addition to the above qualifications, you must possess the following professional accounting knowledges:
Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting and Auditing. This knowledge is typically acquired by completion of an accounting degree from a four-year college or university. If not from an academic environment, the knowledge can also be obtained from certain work experience GS-13 LEVEL:
You must meet the basic requirements and have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience with excise tax laws, regulations and rulings; Professional experience with accounting and auditing principles and techniques, and familiarity with local business practices; Reconciling various intercompany transactions and in analyzing financial relationships and business practices as they relate to the requirements of excise tax law; Interpreting, discussing, and applying tax laws, regulations, rulings, court decisions, etc. to the various issues raised during an examination and to solve problems where guidelines are not clear or few precedents exist; Effectively meeting and dealing with corporate officers and competent tax practitioners well versed in excise tax law and regulations in order to present the Government's case in a convincing manner; Writing clear and comprehensive reports to serve as the basis for proposed adjustments in cases of considerable importance and complexity; Experience with provisions of the Financial Recordkeeping and Reports of Currency and Foreign Transactions Reporting act of 1970. -The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
